Photograph is an actual photograph that has been physically attached to a page. Not to be confused with a photograph that is printed onto a page which is called an illustration (ill.)

AACRII Rule 2.5C2 mentions various categories of ill., including portraits. I think it is implied that this would include reproductions of photographic portraits, given that the camera has been around since the 1850s. Photographs on the other hand, is used to describe a specific medium. See Rules 8.5B1 and 8.5C1 (g) for details.

I guess it has something to do with the fact that the actual 'photograph' is not included in the book it is an image of the photograph. When the actual photograph is used then we call it a photograph.

And under AACR2 photographs is not an option for books. See under:
2.5C2.
Optionally, if the illustrations are all of one or more of the following types, and are considered to be important, give the appropriate term(s) or abbreviation(s) in alphabetical order: coats of arms, facsimiles, forms, genealogical tables, maps, music, plans, portraits (use for both single and group portraits), samples. If none of these terms adequately describes the illustrations, use another term as appropriate.
333 p. : maps
256 p. : coats of arms, facsims., ports.
147 p. : computer drawings
If only some of the illustrations are of types considered to be important, give ill. followed by the appropriate term(s) or abbreviation(s) in alphabetical order.
230 p. : ill., maps, music, ports.
199 p. : ill., cross sections, forms

And under the subject heading 'Photographs'

Photographs [R S D]
SA subdivision Photographs under subjects for works consisting of actual photographs, that is, photographic prints or digital photographs, rather than reproductions of photographs.

An album of photographs is generally treated as either a manuscript and/or as many two dimensional graphic object - a picture with 'child' records linked to the album record. I think that's Chapter 3? AACR2

But you are right there isn't a 'rule' that spells it out - not even in the glossary where they tell you what a photocopy is. It's always the stuff you want to know that is left out or hidden isn't it.
