440 replaced by 490 & 830

There are 3 ways of entering series now that the 440 is dead.

1)
490 0 # $a Pelican Books
This is only key word searchable
0 means series not traced

2)
490 1 # $a Department of the Army pamphlet (as it is on the item)
830 # 0 $a DA pam (as it is in the authority)

3)
490 1 # $3 <1981-> :$a Reference works
830 # 0 $a Reference works
This is the new way to enter the 440

NB
490 as it appears on the item
490 1 # $a The Stephen Bechtel Fund imprint in ecology ans the environment.
830 as it appears in the title authority
830 # 0 $a Stephen Bechtel Fund imprint in ecology and the environment

MARC 830 Notes: “Common cataloging practice is to omit initial articles which are disregarded in sorting and filing processes for uniform title fields, thus, second indicator values 1-9 are unlikely to be used in field 830.

Background
Following a recommendation from the CONSER working group that developed the CONSER standard record, there have been discussions in the library community since late last year to make 440 obsolete. It was agreed in June that this recommendations be adopted.
This change is intended to simplify series practice and make it easier to explain to new staff, instead of the complex decision making process currently required to decide between 440 versus 490/8XX.
It will also resolve the long-standing problem of the 440 field being both a descriptive field and a controlled access point. Transcription will be separated from access, which will allow the access point to change without affecting the transcribed version of the series.

Original cataloguing
All series statements will now be transcribed (as per AACR2 1.6) into the 490 field. In most cases, a series access point will be added (as per AACR2 21.30L) in the appropriate 8XX field.
The value used in Indicator 1 of the 490 field shows if a series access point has been added or not.
If you are not adding a series added entry in an 8XX field, assign value 0(zero).
If, however, you decide that a series added entry is required, assign value 1(one). The definition for this value has changed to ‘Series traced’, and is used regardless of whether the series added entry is the same or different to the series statement.

so is possible that 490 & 830 are exactly the same?
wouldn't that be a duplicate?
